Australia's Foreign Minister, Bob Carr, says he's hopeful Fiji will follow through with commitments to ensure the country's elections are free and fair.

He was in Fiji earlier this week, as part of the Ministerial contact group of the Pacific Islands Forum.

The Pacific Island nation reassured the forum there would be elections by 2014 and the constitutional consultation process will be open to the public.

Senator Carr has told Radio Australia he wants to see signs the country is in transition.

"We sought commitments from them them that there'll freedom of the media and freedom of assembly during this process," he said.

"So they know that we welcome and acknowledge the commitment they've made but we're going to watch carefully the implementation of those commitments."
